Step 1
In a saucepan on medium-low heat, combine shrimp shells, bay leaf, and a pinch of smoked paprika. Stir until shells turn pink, about 5 minutes. Add water, bring to a simmer, then lower the heat and let the shrimp stock simmer for 20-25 minutes.
Step 2
Next, in a bowl, mix lemon juice, ketchup, brown sugar, chipotle pepper, smoked paprika, garlic, salt, and cayenne pepper. Strain the shrimp stock into the bowl, discarding the shells and bay leaf. Whisk the shrimp stock into the ketchup mixture and set it aside.
Step 3
Heat vegetable oil in a large skillet over high heat until wisps of smoke appear. Cook the shrimp until they are seared and browned on one side, approximately 3 minutes. Add the shrimp stock mixture and cook until the shrimp are opaque, about 3 more minutes. Using a slotted spoon, transfer the shrimp to a bowl, leaving the sauce in the skillet.
Step 4
Bring the sauce to a boil and let it reduce and thicken for 3-4 minutes. Stir in cold butter and turn off the heat, allowing the residual heat to melt the butter. Keep stirring until the butter is fully incorporated, and the sauce slightly thickens.
Step 5
Finally, add the shrimp back to the sauce, toss with chives, and serve.
